fire in a crowded portland, oregon mall. >> the gunman didn't seem to be targeting anyone particular. three people are dead including the gunman. another person was seriously injured, as well. the gunman struck yesterday afternoon while thousands were shopping. bigad shaban joins us live with more from those trapped inside the mall during the ordeal. bigad. >> reporter: good morning. it's quiet but eerie scene here with the mall parking lot and entrances closed off by police as part of the ongoing investigation. inside there the masked gunman shot out several rounds after crying out to the crowds, i am the shooter. reporter: mourners showed up overnight with the first flowers in remembrance of the two people killed at a mall near portland, oregon. >> this event touched us deeply. >> reporter: this cell phone video shows what it was like in the moments after the shooting as police escorted shoppers to

safety. >> it was scary. it was shocking. >> our cousin is a security guard in there. and his wife and baby were in there, but they got out okay. >> reporter: police arrived within minutes searching for the gunman in a crowd of thousands. >> police went armed and yelling at to us close the gate so we closed the gate. >> they escorted us out, keep low, children first, the whole standard procedure. >> reporter: authorities said when they found the shooter, he had already killed himself. this mall is still an active crime scene with more than a million square feet, police tell us it will take some time to comb through the entire shopping center looking for evidence. >> we look in every closet, every room that we can get into. it's going to be an exhaustive search. >> reporter: and there are hundreds of witnesses to interview. >> you get 10 different people who saw the same incident, and they're going to give you 10

different versions of it. our job is to collect all that information and make it into a cothesive idea of what actually happened. >> reporter: police have tentatively identified the gunman but have not yet released his name. christmas music was playing in the background at the time of the shooting. countless shoppers as well as the mall santa claus were forced to duck for cover. >> bigad, this is so sad. you said that police have identified the gunman but they are not releasing any details about his identity. do we know anything about him? >> reporter: what we know so far is what we have heard from witnesses and that is the masked gunman was wearing a white mask and possibly camouflage and say he was armed with a rifle that got stuck halfway through the shooting spree and they also say that he again sort of right before he started shooting began yelling to the crowd and telling them, quote, i am the shooter.

now, as for police, they say they have tentatively identified who the shooter actually is. but at this point there is no timeline yet on when they may release the name. >> it didn't make sense. bigad shaban live in portland, oregon thank you. in san jose, this morning a toddler has been taken to the hospital after a suspected drunk driver crashed into an apartment building. this happened just about 3 hours ago on taylor street near highway 101. police say the truck slammed into the room where the child was sleeping. the driver tried to get away but was taken into custody. no word on the extent of the child's injuries. we just got off the phone with pg&e and they say there is a large outage in the east bay that's affecting about 2500 customers in the concord clayton area. >> at this point they are not sure what's causing the outage and no word on when pg&e will be able to get the power back on. but again, 2500 people without power right now. >> a lot of folks. okay. how about some weather now? get ready for a little bit of rain and snow in some of the

peaks around the bay, huh? >> wouldn't that be nice to have hey dusting of snow today. you could see that. this is a cold storm that's dropping in outside. we are seeing scattered showers right now, some brief downpours heading out on the roads. check out your high-def doppler radar. you can see some of those showers popping up outside in toward richmond along the 580, 101. we have a little cell moving through and along 880. you have a good cell headed toward hayward. you could see some downpours there. it looks like the worst will come through this morning and then we'll watch it taper off. behind that look at the cold speckled clouds that are dropping in. that's a sign of how cold that atmosphere is. highs today only in the low to about the mid-50s and i think over the mountaintops highs will be in the 40s so chilly around the bay area, definitely feeling like the season. let's check the roads with elizabeth. >> overall, we have actually had a nice start to our morning commute. i don't want to jinx anything but it's been pretty good as far as accidents go, slowdowns. here's a live look at the dublin interchange, 580

westbound and eastbound moving at the limit in some spots obviously starting to get busy out there, as well. through livermore we have some brake lights so right now the drive time is almost 20 minutes between the altamont pass and the dublin interchange. at the bay bridge, they have metering lights on so we have delays in the cash and fastrak lanes beyond the first overcrossing. 101 in marin county we have another live camera closer to san rafael so southbound 101 looks pretty good right now as you approach that 580 interchange and continues to look good down towards the golden gate bridge. westbound highway 4 obviously very busy and then speeds improve towards pittsburg-bay point. that is traffic. back to you. >> thank you. at the coast or the bay you are likely to see higher water than usual. cbs 5 reporter anne makovec is in san francisco right now watching for this morning's king tides along the embarcadero. >> reporter: good morning. i feel like singing a blondie

song. the tide is rising and it could hit the bottom of the pier by the time we're expecting to see 7-foot tides which is just before 10 a.m. let's take a look at the numbers today what we're expecting at the golden gate as we climb to that 7-foot tide at 9:45, then going back and rising to 5 feet again around midnight. we'll probably see a lot more of this. this is the connector ramp from 101 to 1 in marin. now this kind of flooding normally only happens when there's a storm, but this was caused by the so-called king tides. there is a group right now trying to document these seasonal high tides to figure out where we stand when it comes to rising ocean levels. >> the california king tides help to us visualize the dramatic tidal reefs that we're already experiencing. >> reporter: king tides are not caused by global warming. they are

caused by gravity. the earthed, moon and sun in position to cause the high tides. they are trying to get pictures from ordinary citizens of where the water is the highest. so if you want to join them, you can find out more information on our website, cbssf.com. live in san francisco, anne makovec, cbs 5. electrical problems triggered an out as last night at 7 p.m. on the bay bridge the second time in the last couple of weeks. traffic continued to flow, no trouble. lights went out on the bridge you may recall about 13 days ago. caltrans blamed that outage on some stormy weather. those affected by last month's mud slide in daly city can start filing for damage claims today. city officials say it will cost almost one million dollars to restore that hillside that slid into the streets below. price tag will also include

fixing a broken water pipe that led to the mud slide in the first place. money is coming from already collected water bills. slow response expected in the east bay after four fire stations will be closed in walnut creek, martinez, lafayette and clayton. cbs 5 reporter cate caugiran is in clayton to explain how long it will now take firefighters to respond. good morning, cate. >> good morning, michelle. starting next month the city of clayton won't have a fire station at all that. means the nearest station will be 3.5 miles away in concord. last night's vote came after voters failed to pass measure q, a $75 a year parcel tax. if it passed it would have prevented that's closures. the closures will save the fire protection district $3 m the district faces a $17 million deficit. it says it spent its reserves. for neighbors in clayton, the savings don't outweigh the costs it will mean for the city.

problems yet. commuting through milpitas, here's westbound 237, the ride still in the green, 7 minutes between 880 and 101. so obviously no issues there usually i guess about a half hour from now we see any sign of brake lights, otherwise your other bridges, here's a live look across the golden gate bridge. roads are slick but not too many problems. the drive time on doyle drive is still in the green. most of the drive times it very limit except typical delays through livermore on westbound 580 from the altamont pass to the dublin interchange. so more on that storm, let's go over to lawrence talk about that. >> elizabeth, a very cold storm through the bay area right now. just really scattered showers. cold storms don't contain that much moisture. scattered showers right now but pockets of good rainfall if you head out the door. let's take new for one right

now into 580. good rainfall along the 80 as well, stronger storms toward berkeley and into richmond watch out for that this morning heading out and about. but that's what we're going to see pockets of scattered showers now. we are getting on the back side of it. more scattered showers this morning and then things settle down. but by the afternoon, you have that cold air in place that looks like a chilly brisk day. temperatures outside cold already in some spots in the north bay 37 degrees right now in santa rosa. 51 though in san jose. and 49 degrees in livermore. cold enough we could see a couple of snowflakes across the mountain thomas. mountaintops. cool air will be in place today and the next few days. traveling around the state showers into the central valley. watch out in the high country snow expected there. winter weather advisory at 7,000 feet but the snow level

is down to 3,000. rainfall early on, turning to scattered showers and this afternoon drying out although brisk and windy, breezy at the coastline and temperatures are going to stay cool. highs today only in the 50s outside. low to mid-50s. that's the best we can do. in the south bay. 40s over the mountaintops. central bay temperatures cool, as well. so you get the idea, feeling like the season outside. so we are going to dry things out as we head toward tomorrow. friday partly cloudy, slight chance of showers at the coastline, better chance of rain for everybody next sunday into monday. san francisco police say there was a relationship between two crime victims and five suspects but they are not being very specific. four women and one man are all under arrest for the murder of 26-year-old steven reed. he and an 18-year-old woman were found bound and gagged on a san francisco street on sunday night. a neighbor watched as police searched one of the suspects' apartments [ indiscernible ]

of snow, too, right? >> i know. let's get to meteorologist lawrence karnow with more on that. snow. >> yeah, beginning to feel a lot like christmas around the bay area. >> yeah. >> very nice. we could see a couple of snowflakes across some of our higher peaks. that cold air sweeping onshore overnight. we have scattered showers outside right now. our high-def doppler radar is picking up on some of that activity. out on the roads, there are brief periods of downpours expected with these cells moving onshore right now. you can see one of the those sliding in toward berkeley and oakland right along the 880 the 580 and it looks like we have more scattered showers on and off throughout at least the morning hours and then tapering off. but behind that you have all this cold air that's plunging from the gulf of alaska. that's going to keep these temperatures way down. a cool brisk day even if it's dry by the afternoon the the highs only in about the low to the mid-50s so we are going to keep those temperatures down across the board and there are more storms on the way. all right. let's check the roads with elizabeth.

>> thank you, lawrence. we just put up this camera. the san mateo bridge, you will notice that we're seeing kind of unusually slow traffic for this time of the morning. there must be a stall or something there jamming up the works approaching the high- rise. so we'll try to figure it out now what's going on. but again, you're seeing brake lights at least in the westbound lanes approaching the flat section. this is just after you get through the pay gates. eastbound 92 still looks good. he feels where to our maps, up the incline of the bay bridge. it's slow going this morning as you can see. it's just a sea of brakes lights all those taillights trying to make their way towards san francisco to get through the tunnel. we had an earlier accident just past the bay bridge toll plaza. that is now since cleared. but behind the pay gates the metering lights are also on. so it's jamming up toward the 880 overcrossing. that's traffic. back to you. we are expecting some high tides in the bay area this week. cbs 5 reporter anne makovec is along the embarcadero in san francisco watching for today's king tides. good morning, anne.

>> reporter: good morning. we have been watching the water levels rise all morning and now it's really starting to rock and roll here. i'm along the embarcadero and you can kind of get a picture of how high it's getting from looking at that post underneath the pier. you can see where it has gotten wet. the water could certainly reach the bottom of that pier by the time we see the highest tides which is going to be about 10:00 this morning. these are the highest seasonal tides of the year. check out this video we shot yesterday on the connector ramp from 101 to highway 1 in marin. that flooded. normally that only happens when there's a storm but this was caused by the king tides. these very high tides could be getting higher as the years progress and the oceans fill up with more water for really a variety of reasons. 8" more in the past century. and you can see the proof in san francisco's sewer system. >> when i came here in 1990, there was never a time where the tide was actually higher

than our sewer. last year, we had 7 events. that saltwater now is coming into our system. >> reporter: that saltwater does not do good things to the metal piping. it can erode the infrastructure. king tides are not caused by global warning. they are called by gravity with the earth, sun and move in position to cause water to rise. we are expecting a 7-foot tied at the golden gate at 9:45 this morning and then going back down and then later rise again to 5 feet just before midnight. there's a group called the california king tide initiative asking for pictures that anybody might take of the high tide. you can find out more about the group on our website, cbssf.com. live in san francisco, anne makovec, cbs 5. crews restored power on the bay bridge after the span went dark for the second time in less than two weeks. the caltrans electrician responded to the problem around 7:30 last night. the blackout lasted about 90

minutes the only light that works in the tunnel. thecaltrans blamed it on stormy weather 13 days ago. city leaders in lafayette agreed to a $600,000 contract with c.c. meyers to fix the sinkhole. heavy rains caused the hole on mountain view drive about 15 feet deep, 80 feet long and 40 feet wide. cleaning up and fixing the problem will be a big challenge too. >> they are going to route the stormwater around the -- they are going to put the dam in the creek and route the stormwater around the failed pipe. once they achieve that, they will clear out the creek, establish a streambed on the bottom, then they will bring in a bun. really big pipe, 10-foot diameter pipes, each section weighs 42,000 pounds. >> c.c. meyers is looking to have that

project done by christmas. and city leaders, voters are playing the blame game in contra costa county concerning the fire stations. next month, four stations will close in lafayette, martinez, walnut creek and clayton and cbs 5 reporter cate caugiran with the extreme cost saving measure. she joins us with more in clayton. good morning. >> reporter: good morning, frank. the fire protection district chief does say this move is dramatic but at this point it's the only option they have left. right now the district is facing a $17 million deficit. and leaders say closing these stations will save $3 million. the supervisors vote comes a month after voters rejected measure q a $75 a year parcel tax that would have stopped the closures. now they are blaming neighbors who didn't support the measure. >> it's hitting us at a tender spot with us because of what we have been through and we know what others will, unfortunately, have to go through. >> reporter: the concern now is

bayview neighborhood this morning.. ters rushed the ba a bizarre situation with a newborn baby in san francisco's bayview neighborhood this morning. >> i guess so. firefighters rushed that baby to the hospital and now the police are involved, as well. holly quan has more from the phone to tell us more about

what happened. what can you tell us. >> reporter: about 2 a.m. a woman covered in blood bangs on the door of the providence shelter at third and mckinley here in the bayview asking for help and needs to stay at the shelter but the shelter can't let her in. the worker said they never saw or heard a baby so they called 911. she wanders down the street, gives the baby to a man on the street. he called 911. the baby is in intensive care. the mother later tracked down is also being treated at the hospital but could face charges including child endangerment, or abandonment. >> my goodness. okay. holly quan, live for us with kcbs radio. holly, thanks. a highway in west virginia just reopened after a natural gas line explosion shut it down. take a look. a 20" transmission line exploded around 1:00 yesterday afternoon destroying at least five homes nearby and shutting

down a portion of interstate 77. flames got really high about 75 feet high at its peak. several people treated for smoke inhalation. the cause of the gas explosion still under investigation. the latest addition to the manhattan skyline is at the world trade center. its crowning spire for the freedom tower is now on site. the $20 million piece was transported from canada and another plant in new jersey. the new high-rise is set to become the tallest building in the western hemisphere and it's scheduled to open to the public in 2014. it's going to be a beauty. >> it means so much. it took 14 years to get it built. >> right. >> gorgeous building. weather-wise, not so gorgeous but this could be one thing that might be pretty around the bay area. >> i know. i'm liking the snow. >> yeah. we might see a couple of snowflakes over the top of the mountains. >> a little bit. >> not in san francisco or any of the cities but yeah, it could be interesting as we have some very cold air that's moved in with the storm system overnight. scattered showers showing up around the bay area right now. our high-def doppler radar showing you some of those

scattered showers in along the peninsula. heavier cells though a little further to the north then sliding into the east bay making their way east of the 580 toward walnut creek and you see toward the 101 more cells are popping up here and that's what we are going to see this morning more of these pop-up showers. you can see some brief moderate amounts of rainfall coming down so be careful on the roads. but this storm system originated in the gulf of alaska so all that cold air riding down the back side of it. so chilly temperatures even now outside. in the north bay down in the 30s in some places, 36 degrees in santa rosa. 51, though, in san jose. and 49 degrees in livermore. still this opens up the door much colder air work its way into the bay area today. the showers probably going to come to an end this morning. and then by the afternoon, that cold air is in place so the temperatures will stay way down. not only here but around the state. you will see showers in the central valley. high country winter weather advisories 2 to 6" of fluffy powdery snow across the high

country. here's the storm system moving through early on this morning. then we are getting into scattered showers behind that. by the afternoon, maybe some sunny breaks kind of a cool brisk day outside and dry toward thursday. temperatures well below average, highs only in the low to mid-50s outside. you will notice a lot of blue over the mountaintops. those are highs only in the 40s by the afternoon across the mountains. 50s into much of the east bay. inside the bay cool numbers, too. 57 in oakland the warm spot around the bay area. next couple of days we start to dry things out but then looks like a slight chance of showers as we head in toward friday mainly along the coastline. better chance of rain for everyone towards sunday and monday. let's check the roads now with elizabeth. >> thank you. we have a hotspot now. it's the san mateo bridge. look at this. westbound 92 is very slow going for this time of the morning because of a big rig. we just learned a big rig lost its load near the toll plaza. we think it's just past the toll plaza, unsure at this point what the load is. but they were able to clear the

big rig off to the shoulder. so that's no longer blocking lanes. they did actually have to run a quick traffic break to clear it so big rig losing its load just after 6:30. that's slowing the commute across the san mateo bridge just in those westbound lanes. otherwise, here's a live look now at the bay bridge toll plaza. metering lights have been on for a while so it's backing up to the foot of the maze probably 15 or 20 minutes to get on the bay bridge. and an earlier accident past the metering lights is now clear. that's a check of your "timesaver traffic." back to you guys. the federal reserve could make a move today to help the economy. here now to chat about it, jason brooks with kcbs and cbsmoneywatch.com. >> reporter: the fed wrapping up its two-day policy meeting today and speculation is high that the fed is going to make another move to try and at least reassure the markets that it's doing "something" about the economy. already, in a plan of buying up

to $40 billion worth of mortgage-backed securities there are reports they may start buying $45 billion worth of treasury notes a month, as well. it's not going to have an impact on interest rates which are at record lows. freddie mac last week said that mortgage rates were at 3.34%. the mortgage bankers association this morning saying that new home applications rose 6.5% this week so obviously that is helping out the housing industry to some degree. a local company that was planning on an ipo this week decided to postpone it. san mateo-based solarcity was going to go public this week raised up to $151 million. but they decided at the last minute to hold off on that. it's been a tough time in the solar industry in general. market has fallen back, panel prices have fallen off quite a bit. stock market got a decent boost yesterday. it's going that direction again today. numbers now, dow up by 39.

nasdaq gaining 6. s&p up by 4. apple shares up .25% helping out the tech sector with a 2% gain yesterday. thank you. more than 800,000 honda owners will get recall notices starting in february. the recall is about the system that keeps the key from being removed if the vehicle is not in park. the recalled vehicles include honda odyssey minivans from 2003 and 2014 four, pilot suvs from the same years and accura mds suvs from 2003 through 2006. looking for a cheap getaway? a trip to l.a. will cost you a buck. you can catch a ride to hollywood from san francisco on this baby here, it's called the mega bus, the newest coast bus service. double-decker buses equipped with wi-fi will provide daily trips to l.a. and reno with a stop in sacramento. the promotional dollar fare only lasts this week. so if you need to get away for a dollar, check it out. new this morning, the head

three people are dead, inclg the shooter, in yesterday'sl shooting portland oregon. oe person remains i time now is 6:57. checking today's top stories, three people are dead including the shooter in yesterday's mall shooting in portland, oregon. one person remains in critical condition. investigators say the shooter was targeting people at random.

officials have not released the suspect's name. a bizarre situation with a newborn baby in san francisco's bayview neighborhood this morning. the baby's mother showed up at a homeless shelter around 2 a.m. asking for help. the shelter called 911. the woman gave the baby to a man on the street and left. the man was able to flag down officers. firefighters rushed the baby to the hospital. the baby is in intensive care and the mother eventually made it to the hospital to be treated but could face child endangerment charges. contra costa county supervisors voted to close four fire stations in walnut creek, martinez, lafayette and clayton. the goal is to save about $3 million a year. fire crews say the station closures will affect emergency response times. if you are not in the holiday spirit the weather might put you there. >> feels like a good day for hot chocolate, hot coffee. a little chilly around the bay area today maybe a little snow over the mountaintops. we have some big-time tides
